tom reeser • executive director
Tom Reeser holds a degree in communications from Cal State Fullerton and is also an independent filmmaker and was recently inducted into the National Academy of Television Arts and Sciences Silver Circle for over 25 years in the television industry. For 28 years, Tom has been the guiding force and artistic inspiration of KOCT – the Oceanside Channels. He began his video career in the early ‘80s and at KOCT in 1987 as a video production technician. He quickly assumed the role of station manager and in 1990 Tom became KOCT’s Executive Director.
jake rush • senior producer
A graduate of MiraCosta Community College and California State University, San Marcos with a BA in Liberal Studies with an emphasis in Arts & Technology and Sociology, Jake began working with KOCT in the fall of 2002 as a production team member and currently oversees all aspects of KOCT projects. Jake has over two decades of video production and postproduction experience. He works with interns, volunteers, video professionals, elected officials, educators, city staff members and business leaders. Outside of KOCT, Jake has worked with clients in the photography, manufacturing, biotech, action sport, corporate convention, engineering and health & wellness industries. Jake is committed to providing the highest standards of quality production and postproduction and has won numerous local and national awards for his production and postproduction of live and edited projects.
Angela miranda • production supervisor
Angela Miranda holds a Bachelor of Arts in Telecommunications and Film from California State University of Los Angeles. Her award-winning, diverse skill-set, along with her years of experinece, allow her to be an expert in Pre-Production, Production, and Post-Production.
aaron capehart • administrative assistant
Aaron Capehart’s background encompasses years of experience in Cinematography, Communication, and Business. He was first hired in September of 2006 as a Camera Operator. Through the years, Aaron has acquired many skills: such as, Studio Lighting, Editing, and Directing. He has contributed to many award-winning shows, and is now an asset to the daily operations of KOCT.
Bill Peters • Chief Engineer
He attended the University of California at Los Angeles and received his degree in engineering in 1959. He continued his education to receive certificates in both technical and non-technical management. Bill has over thirty five years of experience in managing the design and construction of electronic information systems for Consolidated Systems Corporation, Scientific Data Systems and the Xerox Corporation. Bill currently serves as KOCT Chief Engineer with duties that include, but are not limited to, equipment repair and installation, problem solving, program engineering.
Phoenix Von Hendy • IT Specialist
Phoenix Von Hendy is currently the IT Specialist at KOCT. Phoenix has over 25 years experience in computer systems installation, configuration, maintenance, troubleshooting and repair. Although certified in UNIX System Administration and UNIX Security, her main area of expertise is with computers running Macintosh and Windows operating systems. Phoenix started off in computers as a CAD systems operator but soon discovered she had a talent for troubleshooting and repair. As a dedicated single-source computer services provider, she wears many hats, including Help Desk, Repair Technician, Systems/Network Administrator and Systems/Network Engineer.
Miguel Blanco • Lead Editor
Having lived in North San Diego County most of his life, Miguel graduated from MiraCosta College, then earned his Bachelor’s Degree in Multimedia from California State University Hayward. He joined the KOCT team in 2009 and became Lead Editor in 2016.
Kellie Davis • producer
Kellie Davis has over 20 years experience in the entertainment and journalism industries as a filmmaker, writer, producer, actress, and Salsa dancer. In 2011, a stage play she wrote, Transitions: A Trilogy of One-Act Plays, was nominated for five NAACP Theatre Awards, winning Best Playwright Local and Best Ensemble.
Kellie was first introduced to KOCT when she recruited a few KOCT crewmembers to help make a short film she co-produced, called Between Shifts, shot throughout the cities of Oceanside and Carlsbad. Kellie is delighted to now call Oceanside home, and to be part of the KOCT production team.
Toby Maysey • Production Team
Toby started with short films as a kid with friends, but fell out of it in his teenage years. He rediscovered his passion for film and TV after working on various short films and news packages in college. Editing is now where his heart lies and he applies that passion to his projects at KOCT.

Mario Im • Production Team
After high school, Mario worked as a sushi chef until he decided to go back to school. He attended Palomar College to study 3D Animation for 3 years and transferred to CSU San Marcos to study visual and performing arts including video production, film, and graphic design.Through California State University San Marcos,
Mario was led to KOCT - North County's Channel. He is now a member of KOCT's video production team and has been working on edit projects and studio productions.
Tyler Tran • Production Team
Tyler graduated from Vista High School and Palomar College, studying editing and video production.
Tyler is dedicated to editing as a craft and works on various projects outside of KOCT to keep up to date on the ever-evolving technology. KOCT welcomes Tyler to the team!
